The protester objected to the rejection of its bid on a construction contract funded by a federal grant for failure to complete an appendix to the invitation which contained the Washington Plan for minority hiring. The error could not be corrected or waived as a minor informality or irregularity. Since the terms of the Washington Plan contemplate the commitment to minority hiring by the prime contractor and the imposition of that commitment upon subcontractors, the subcontracting of the work for the only applicable trade did not permit correction or waiver of the prime contractor's failure to make the commitment.
