A Federal employee appealed a settlement disallowing his claim for overtime compensation for time spent traveling to and from work at an island prison on a Government-owned boat. The departure of the boat was occasionally delayed to allow employees to complete their duties, and docking of the boat at the mainland was occasionally delayed until the inmate count was verified. Even if the delays were considered to be for the employer's benefit, they did not transform what was otherwise noncompensable traveltime into compensable overtime since the delays were only occasional and the time involved was de minimus.
