An advance decision was requested with regard to the eligibility of two employees to overtime compensation for travel performed during non-duty hours. The event necessitating the travel was uncontrollable, specifically travel to render technical assistance in the investigation of an air accident; the fact that the employees were in a standby status to render immediate assistance if requested did not make the travel result from an administratively controllable event. Since the event necessitating the travel was uncontrollable, the fact that the agency set the employees' departure time, which complied with the request for immediate travel, did not make the travel the result of an administratively controllable event. The travel was compensable under applicable travel regulations.
