The protester objected to the award of a contract, alleging a variety of improprieties in the evaluation of proposals and in contract negotiations. The issues involved in the protest were the basis for a court case, the outcome of which was appealed. Since the issues involved in the protest were likely to be disposed of in litigation before a court of competent jurisdiction, and since the court had not expressed an interest in receiving GAO's decision in the matter, the protest was not considered on its merits.
