Reconsideration of Prior Decision Involving Two Sets of Unit Prices

A company requested reconsideration of a decision holding that a bid that quoted two sets of unit prices for use in the administration of certain contract changes need not be rejected. No errors of fact or law were demonstrated, and the decision was affirmed. A decision that a grantee is the proper authority to determine an issue of prejudice when the award complies with grant terms, agency regulations, and statutory requirements was also affirmed.
