The protesters objected to the rejection of their bids for various items procured under an invitation. The bid offering "no less than 80 percent of the quantity of any item" was properly construed as applicable to the total item quantity rather than to each subline item. The protesters' contention that they were entitled to the award showed that, if split awards were not permitted, award would have been made to the other bidder. The Government should have evaluated an f.o.b. origin bid on the basis of the most economical mode of transportation available even though the bid failed to list the availability of such mode. The protest requesting contract termination because of the Government's failure to ferret out the most economical transportation method for the protester was denied since the award was made in good faith and was not inconsistent with bidders' responsibility for furnishing all available transportation modes for purposes of evaluation. An allegation that a bid contained erroneous information was untimely filed more than 10 days after award of the contract.
