A decision was requested as to whether an employee may be awarded a retroactive temporary promotion and backpay for the time he was improperly detailed to a higher-grade position. Because the agency failed through administrative oversight to seek approval for an extension of the employee's detail, the employee was entitled to a retroactive temporary promotion and backpay for the period beginning with the 121st day of service.
