Charges on Overdimensional Shipments

A carrier requested review of the collection of an overcharge on an overdimensional shipment, contending that the collection exceeded the overcharge. The transportation audit function is now with the General Services Administration which should adjust the charges based on the following: special weekend or holiday charges on overdimensional shipments moving under special permits are proper only when the carrier has a valid highway permit for the day preceding the Saturday, Sunday, or holiday; and in the absence of a specific request by the shipper and in accordance with the tariff provision effective on the date of shipment, hourly charges for escort vehicle services on overdimensional shipments during other than normal operating hours are not allowable, and charges for a route survey on overdimensional shipments are not allowable.
