An advance decision was requested as to whether an employee was entitled to backpay for a period of extended detail to a higher-grade position. The employee, who was detailed to a higher-grade position in excess of 120 days without prior approval of an extension from the Civil Service Commission, was entitled to a retroactive temporary promotion effective 121 days after the detail began. He was also entitled to backpay for the period from 121 days after the detail began until the time when the temporary promotion was officially made effective.
