A company protested the agency's failure to furnish it with a copy of the request for proposals and requested that the closing date for receipt of proposals be extended so that it could submit an offer. Even though the protest was filed after the closing date for receipt of proposals, it was timely filed within 10 days after notice that it would not receive the solicitation. The agency's refusal to furnish a solicitation was not legally objectionable since adequate competition and reasonable prices were obtained. The agency's failure to comply with timely requests for copies because copies of the proposal were not available did not violate any statute or regulation.
