Responsiveness of Incomplete Bid

The agency requested an advance decision regarding the responsiveness of a bid. The bid included all pages of the invitation for bids on which the bidder was required to place an entry but did not include or incorporate by reference other material pages. Although it was accompanied by a cover letter stating that that "applicable documents" werebeing submitted, that statement was ambiguous as to whether it referred to the documents of the invitation as issued or to the documents returned with the bid. The bid was nonresponsive since the bidder's intention to be bound by all material provisions of the solicitation was unclear.
