Protest Against Solicitation Cancellation

A company protested cancellation of a solicitation and requested bid preparation costs if the cancellation was upheld. Cancellation was proper since the low bid was unbalanced, and the Government estimates on a combination lot prevented competition and allowed for manipulation. The request for bid preparation costs was denied since agency action in the matter was not capricious or arbitrary.
