The protester objected to certain aspects of the method of evaluation specified in a request for proposals, alleging that it did not provide for the protester's experience as the incumbent contractor and that award to any other firm would not result in the lowest cost. The protest was denied because no wide discrepancies in performance were expected since the solicitation contained stringent experience responsibility requirements, the Government had significant control of over the number of manhours to be expended, and the manhours estimate was reasonable. In addition, the recognition of experience was speculative, and the incumbent's suggested evaluation formulas would have no effect on the competitive standing of offerors.
