An employee claimed an adjustment in his rate of compensation retroactive to his date of appointment on the basis of statements made during his interview that efforts would be made to place him at a higher step of his grade. The adjustment may not be authorized since there was no abuse of discretionary authority in appointing him at the lower step, and no contract was established by the advice given him at the interview.
