A recent GAO report, "Liquefied Energy Gases Safety," focused on storage facilities, transportation, liability, research, and regulation. Factors affecting the safety of liquefied energy gases (LEG) storage facilities are: vulnerability to natural forces, the ability of dikes which surround LEG tanks to contain large spills, and vulnerability to sabotage. Safety considerations of LEG transportation by ships, trucks, and railcars involve such factors as accident potential, vulnerability to sabotage, and movement through densely populated areas. Problems are noted in establishing liability in the event of accidents, especially those involving offsite damage, and in providing compensation to injured parties. Limitations of LEG safety research and Federal regulation were also pointed out. Recommendations were made to correct deficiencies in each of these areas.
