Department of Housing and Urban Development Rehabilitation Loan Program

The authority of the Department of Housing and Urban Development (HUD) to commit balances, including repayments, to the section 312 rehabilitation loan fund during the fiscal year transition quarter was questioned. HUD may make new commitments from previous appropriation balances which would otherwise be unavailable during the transition period after August 22, 1976. Otherwise, there would be a hiatus in funding from August 22 to October 1, 1976, which was not intended by the authorizing legislation.
