A company protested against the agency's rejection of its proposal for a telephone system which did not meet "on-premise" requirements, contending that its system was equally reliable. The protest was denied because there was no showing that the agency's determination of its minimum needs was unreasonable, but the matter will be pursued under GAO's audit function to determine if needs can be met in future procurements with the less costly off-premise system.
