A decision was requested concerning the subsistence expense entitlement of a consultant who maintained an apartment for use in connection with intermittent consulting duties. Since the apartment was not considered the consultant's regular place of business and was apparently not used by him except in connection with his consulting duties, he was entitled to reimbursement for travel and subsistence expenses. The consultant may include one-thirtieth of the monthly rent, furniture costs, telephone, insurance and cleaning costs for the purposes of determining his daily actual subsistence expense entitlement.
