A former Federal employee requested reconsideration of a decision supporting the agency's determination that he had not been charged annual leave which the employee claimed had been incorrectly charged to him and that he was, therefore, not entitled to reimbursement for it. The previous decision was affirmed under the long-standing rule that when there is a dispute between the claimant and the administrative agency as to the facts, those reported by the agency will be accepted by GAO in the absence of evidence sufficient to overcome the presumption of the correctness of those facts.
