A company protested against evaluation methods used in two procurements, contending that disqualification of an evaluator adversely affected its interests, that it was not notified of an extension of time for proposal preparation, and that evaluators were biased. An evaluator who disqualified herself from evaluating the protester's proposal because of potential conflict of interest should have been disqualified from evaluating remaining proposals. The agency should take steps to avoid recurrence of such situations. Allegations of bias, impropriety, and unfair treatment by the agency evaluators were not supported; protests and requests for bid preparation costs were denied.
