Claim for Temporary Quarters Allowance

An advance decision was requested with regard to an employee's claim for temporary quarters allowance for a period during which he occupied the residence he had contracted to purchase at his new duty station. During the 30-day period prior to actual settlement on the residence, the employee paid rent to the seller. The claim may not be allowed since the employee's intent was clearly to occupy the quarters on a permanent basis.
