The claimant requested an upward price adjustment in its contract which was awarded by the Government of American Samoa. Although the construction project was financed in part by Federal grant funds, the Federal Government was not a party to the contract and GAO, therefore, had no jurisdiction to rule on the request. The claim for an increase in the contract price due to an alleged mistake in bid by the contractor of the grantee was not cognizable by GAO since GAO does not interfere with the functions and responsibilities of grantor agencies in making and administering grants.
