Protests Against Agency Evaluation of Proposals

Two companies protested an award, both asserting that the agency failed to comply with requirements in evaluating proposals. The requirement that at least 25 percent of proposal evaluation panel members must be from outside the agency was intended as internal guidance and was not binding on the agency.
