A company protested the proposed award of a contract under a small business set-aside, contending that the proposed awardee intended to subcontract all or most of the contract to a large business concern. Even though the small business will subcontract to a large business concern, it is eligible for award under the solicitation because it will make a significant contribution to the manufacture of the end item. GAO has no authority to determine what information must be disclosed by agencies under the Freedom of Information Act.
