Cancellation of Solicitation Because of Ambiguous Specifications

A company protested cancellation of a solicitation because of ambiguous specifications. The solicitation failed to outline the Government's requirements with sufficient clarity; the contracting officer had compelling reasons to cancel the solicitation and to resolicit using revised specifications.
