Responsibility Determination Affirmed by Failure To Issue Certificate of Competency

A company protested the rejection of its low bid because it was found to be nonresponsible based on preaward surveys. The determination that the protester was not responsible was affirmed by the Small Business Administration's failure to issue it a Certificate of Competency (COC). GAO has no authority to review COC determinations.
