Bid Rejected Because of Failure To Verify Bid or File Claim of Error

A company protested a contract award after its telegraphic bid modification was rejected as late and it refused to verify its bid or file a claim of error before award. The bid modification was properly rejected as conditions for late bid modifications were not met. Award to the second low bidder under conditions of this case were proper.
