A decision was requested concerning the potential liability of General Services Administration certifying officers in performing functions relating to final processing of expenditure vouchers under an interagency service and support agreement with the Occupational Safety and Health Review Commission. In performing services for the Commission, the officers will be liable as certifying officers under 31 U.S.C. 82c to the extent that the Commission retains certification responsibility with respect to basic vouchers.
