An employee claimed entitlement to a higher per diem rate for a period of temporary duty travel, alleging that his per diem was not computed properly. Since the employee used train accommodations for 2 nights while performing temporary duty, he may not include the cost of these accommodations as lodging for the purpose of establishing his per diem rate.
