Conversion of Annual Leave to Sick Leave

An employee requested that 142 hours of annual leave be substituted for sick leave and that the remainder of her month's illness be charged against sick leave. Since the employee actually used the 142 hours of annual leave rather than forfeiting it due to the carryover limitation on annual leave, she is not entitled to restoration of the leave under P.L. 93-181.
