A company protested award of a contract to the low bidder, alleging that the agency erred in not granting it a waiver from first article testing as a prior producer. The decision to waive the requirement for first article testing is a matter of agency discretion and will not be questioned. An additional basis for protest concerning a finding of nonresponsibility was not filed within 10 days from the date the basis for protest was known and, as a result, was untimely.
