The contractor requested review of a settlement action taken on its claim for additional charges incurred for the transportation of freight under a government bill of lading. For the purposes of assessing charges, the carrier had the responsibility for measuring the shipment after loading the shipment and prior to transporting the goods. Additional charges which resulted from erroneous measurements, even if those measurements were originally supplied by the shipper, were not payable by the government.
