A company claimed compensation for the loss of anticipated profits, protesting the agency's modification of specifications to permit delivery of an item that did not meet the original specifications. Since the contracting officer acted reasonably and in good faith in awarding the contract to another firm, the protester was not entitled to reimbursement for anticipation of profits. The revised specifications reflected the government's actual minimum needs and, since the contract has been performed, it cannot be terminated for the government's convenience.
