A company protested its disqualification under small business procurements and alleged that the Small Business Administration (SBA) violated regulations in its size determination. GAO does not have jurisdiction to review SBA's size determinations, and the protester had the opportunity to petition the Size Appeals Board for reconsideration. An alleged violation by the SBA of the protester's constitutional rights is more properly for consideration by the Federal District Court.
