Advice was requested concerning the proposed authorization of the use of funds from the General Post Fund to provide a luncheon or dinner in connection with the annual recognition ceremony for volunteer workers serving in Veterans Administration (VA) hospitals. Since the proposed expenditures could reasonably be construed as being for the benefit of members and patients receiving care or treatment from VA hospitals, the expenditures would not constitute an abuse of the broad discretion vested in the Administrator of the Veterans Administration to disburse funds from the General Post Fund.
