The low bidder protested award of a contract, contending that it did not intend to withdraw its bid, that it was misled into supplying additional cost information, and that the contract with the second low bidder should be terminated. The bid was properly rejected for failure to submit written authorization to use Government-furnished equipment, and protests concerning bid withdrawal and supplying information were not material because the failure to submit authorization had already rendered the bid nonresponsive.
