An advance decision was requested with regard to the authority for granting extensions of the 1-year settlement date limitation in three specific cases. Under Federal Travel Regulations, transferred employees need not have entered into a sales/purchase contract within the initial year following the transfer in order to be eligible for the 1-year extension of the settlement date limitation. The employee's written request for the extension need not be in any special form; submission of the claim beyond the initial year was sufficient. In addition, the agency action on the request may occur outside of the period allowed for the settlement.
