Retroactive Promotion Incident to Position Reclassification

A decision was requested as to whether a promotion by reclassification could be made retroactively. The employee's position was reclassified administratively incident to the employee's filing a grievance related to promotion granted to coworkers. The reclassification of the position with concommitant pay increase may not be made retroactively since Federal regulations specify that agencies may not make classification actions retroactively.
