Payment for Services Performed Under Unauthorized Request

A contractor requested payment for a training course which it conducted at the request of agency officials but for which no formal contract was even entered into between the agency and the contractor. Payment for presentation of the training course offered in response to an unauthorized request may properly be made on a quantum meruit basis in the absence of a formal contract since the government received a benefit, and the unauthorized request for the course was implicity ratified.
