A company protested the award of a small business set-aside contract to the low bidder which had been determined small by the Small Business Administration (SBA) regional office; this determination was subsequently reversed by the SBA Size Appeals Board. The award was in accordance with applicable regulations, and the resulting contract was merely voidable, not void, at the option of the government. Contract termination was not in the best interest of the government since the contract was 50 percent completed.
