The agency requested advice as to whether it could legally comply with an arbitrator's award. The arbitrator's award granted sick leave to an employee who attended a sick family member and, as a result, was not able to perform his duties. The award could not be implemented since there was no legal authority to grant sick leave in the circumstances.
