The protester objected to the rejection of its bid as unacceptable because of the age of the unused surplus items offered. In view of the statements submitted by the rejected bidders and by industry personnel that age was not a determining factor and of the inconsistent procurement practice of the agency with regard to the acceptance of similar items, the procuring activity should review its decision not to accept surplus armatures because of age in future procurements. Since the contract in question was completed, no corrective action was possible.
