An opinion was requested on questions related to payment to the U.S. Postal Service (USPS) of increased postage charges assessed for fiscal year (FY) 1973. The failure of Congress to fully satisfy the amount due USPS for additional FY 1973 postal charges did not extinguish such liability as a matter of law. Thus the Library should restore and apply expired 1973 appropriation balances to the USPS debt. However, to the extent that the debt cannot be fully paid thereby, it must remain unsatisfied since no source other than the 1973 appropriation balances is available for that purpose.
