An air carrier claimed refund of an amount administratively deducted for damage to a shipment transported under a government bill of lading. The air carrier was liable for damages sustained to the shipment of government property notwithstanding the contention of improper packing since the applicable tariff filed with the Civil Aeronautics Board provided that acceptance of the shipment constituted prima facie evidence of proper packing and put the burden of proof on the carrier to show an absence of negligence.
