A company requested reconsideration of its claim for expenses allegedly incurred in connection with a proposed project for the reconstruction of the Suez Canal. The company alleged that it had proposed a reconstruction program to the Egyptian Government and had subsequently not been provided an opportunity to bid on the contract awarded by the United States. The claimant had only anticipated a contract for services, the loss of which was not the responsibility of the U.S. Government. In addition, the submission of an unsolicited proposal made the claimant a pure volunteer, affording no basis upon which payment could be authorized.
