A firm requested reconsideration of a decision which declined to consider the merits of its untimely protest. The protest concerning the noncompetitive, sole-source procurement was untimely since it was not filed prior to the closing date for receipt of initial proposals nor within 10 working days after the basis of the protest was known. The untimely protest was not for consideration under the exceptions to the timeliness rule since it did not involve a principle of widespread procurement interest.
