Late Delivery of Hand-Carried Proposal

A company protested the rejection of its late proposal, stating that the reason the hand-carried proposal was 21 minutes late was unusual traffic on the way to the bid room. Since the lateness was not attributable to improper Government action, the late proposal may not be considered for award.
