Use of Appropriated Funds in Connection With National Solid Waste Management Association Convention

A congressional request indicated that the agency had paid for the transportation and lodging of a number of State employees attending a convention and asked for a determination of the amount of appropriated funds so used and the propriety of such expenditures. The use of appropriated funds to pay the expenses of State officials was prohibited by Federal statutes in the absence of specific statutory authority, and the agency had no such specific authority either in its appropriation act or in the Solid Waste Disposal Act. Although no exception was taken in this case, similar expenditures in the future will require exception unless specific authority is obtained.
