Dependent Transportation Upon Retirement

A retired Army member requested reconsideration of the determination that he is indebted to the United States for transportation of dependents at Government expense. There was no entitlement for dependent travel since the member traveled to a separation facility, not to a permanent change of station. There was also no entitlement to return travel to the retirement residence since that was the same location where the dependents resided prior to the member's retirement. The member's indebtedness may not be waived.
