Determination of Nonresponsibility on Basis of Preaward Survey

The low bidder under a solicitation protested award to another company after it had been determined to be nonresponsible on the basis of a preaward survey. The contracting officer acted reasonably in relying on the survey in which the protester, who had been found nonresponsible on two previous procurements, was rated unsatisfactory in 3 of 10 areas surveyed.
